📌 GWEC Wind Action Plan and Energy Crisis Tracker |
|
|
GWEC launched a Wind Action Plan to identify how governments can accelerate wind deployment, and a tracker webpage monitoring the current global situation - all with an aim of breaking the cycle of energy crises. The Wind Action Plan sets out emergency policy measures for governments to accelerate wind energy deployment and strengthen their energy resilience. It calls on countries to immediately review their exposure to future fossil fuel price shocks in the wake of continued oil and gas market volatility sparked by the conflict in the Middle East.
GWEC is calling on governments to implement policy packages that scale the deployment of homegrown and affordable wind energy at unprecedented speed.
GWEC’s Wind Action Plan urges fast-tracking permitting, removing grid and storage bottlenecks, mobilising financing, greater electrification and scaling supply chains. The plan is aligned with a Renewables Action Plan launched in tandem by the Global Renewables Alliance, a coalition co-founded by GWEC representing the wider renewables sector.

Japan’s offshore wind sector marked a key milestone with the commissioning of the Hibikinada Wind Farm, the country’s largest, which began operations on 2 March.
Separately, GWEC continued to strengthen industry coordination in Japan by convening the second session of its Bridging Forum on 12 March, bringing together key stakeholders to align on market and policy priorities, and by formalizing collaboration through an MOU signing with the Japan Wind Power Association on 13 March, further fortifying GWEC’s platform as a trusted convener for offshore wind dialogue and cooperation.

GWEC Vietnam continued to advance offshore wind through policy advocacy and strategic stakeholder engagement. As discussions progressed on the Draft Decree guiding National Assembly Resolution 253 and the Draft Electricity Law, GWEC supported efforts to strengthen the enabling framework for early-stage offshore wind investment. The EU-Global Gateway event in Hanoi was moderated by GWEC Vietnam Country Manager, Thang Vinh Bui for a high-level discussion with government representatives and industry on how to unlock Vietnam’s offshore wind market, focusing on policy clarity, a bankable PPA, transparent pricing, currency risk mitigation, and clearer project milestones. The discussion also highlighted the broader socio-economic value of offshore wind for Vietnam. |

The Asia team launched the Offshore Wind for Coastal Development Socio-Economic Impact Study developed with NIRAS, highlighting jobs and economic value creation across key offshore wind zones. → Download report here.
GWEC also convened a roundtable on the Offshore Wind Port Viability Report with Royal Haskoning, exploring how private sector investment can unlock ports such as Agila Subic and Bulalacao. These developments coincided with the official start of registration for GEA-5, marking an important step forward for offshore wind deployment in the Philippines. |

| | In Korea, the government launched its 2026 first-half competitive bidding round for wind energy, offering 20-year fixed-price contracts across onshore, fixed-bottom, and floating offshore wind projects under the Renewable Portfolio Standard, administered by the Korea Energy Agency. This is total 1.8GW, 400MW for floating, 1GW for fixed bottom and 400MW for govt led initiatives.
In parallel, GWEC officially kicked off its post-RPS study which convened it’s first Technical Working Group, bringing stakeholders together to help shape the next auction and market framework. |

The team participated in the Africa Energy Indaba 2026 in Cape Town, where GWEC’s Africa Director, Wangari Muchiri contributed to a high-level panel discussion alongside senior energy leaders, including the Deputy Minister of Electricity and Energy of South Africa, the Minister of Industries, Mines and Energy of Namibia, the Head of the Electricity Research Programme at the Oxford Institute for Energy Studies ( OIES), and the Managing Director: Energy Zutari. The discussion explored the evolving role of utilities, the growing importance of private sector participation, and the structural shifts required to build resilient and effective energy systems across the continent. |

Last week, GWEC Africa Wind Power (AWP) sponsored and participated in a high-level side event under the Africa Green Industrialization Initiative (AGII) Forum, held during the Kenya International Investment Conference (KIICO) in Nairobi. The session focused on unlocking private sector engagement in renewable industrial hubs in Africa.
Key discussions centered on the growing role of corporate renewable energy procurement particularly through initiatives like RE100 in driving industrial competitiveness, improving project bankability, and accelerating clean energy investments. Panelists shared lessons from global and emerging markets on innovative procurement models, captive power solutions, and the importance of aggregated corporate demand in de-risking investments and attracting private capital. The dialogue also explored how these models can be adapted to African contexts to support industrialization, job creation, and sustainable economic growth. |

The GWEC team is organizing its Q1 Africa Task Force meeting, which will convene key industry players, policymakers, and stakeholders to review recent developments, share expert insights, and explore emerging opportunities within the sector. The meeting will also include a dedicated session on the Southern African Power Pool, highlighting opportunities for enhanced private sector participation.
In parallel, preparations are underway for a study tour to China for the Namibia delegation. It will focus on capacity building in wind energy and green hydrogen, bringing together senior representatives from NamPower, the Ministry of Mines and Energy Namibia, the Namibian Green Hydrogen Office, and the Environmental Investment Fund of Namibia. |

March held the first GWEC LATAM Task Force meeting of 2026, designed to address relevant global topics for the wind energy industry, such as GWEC's global strategy for the year, as well as the main regional subjects in key markets of the region. The main opportunities and challenges were addressed by the main wind/RE regional associations, who have shared their national priorities for the year. |

Its important to note that GWEC's LAC Supply Chain Study Report was one of the high points in the agenda to highlight the relevance and urgency of discussing the challenges for the wind energy supply chain in the region. GWEC also held webinars to socialize the study in collaboration with the International Development Bank (IDB), as an initiative from RELAC (Renewables in Latin America and the Caribbean), and local level webinars in partnerships with AMDEE (Mexico), CEA (Argentina), ABEEolica (Brazil) and SPR (Peru). |

The Minister of Mines and Energy confirmed that the next Committee of Energy Policy (CNPE) meeting will address the next steps for offshore wind regulation, including the guidelines for the seabed lease auction. The Southeast Marine Spatial Planning process is progressing well and is expected to be completed by July 2027. A public hearing on offshore wind has also been scheduled in the Senate Infrastructure Committee, where GWEC will participate to help press the government to accelerate the next steps for the industry. The GWEC team is also advancing the creation of an offshore wind coalition, which will include both advocacy and information integrity strands. In parallel, GWEC’s Brazil Policy Director, Roberta Cox has been meeting with a wide range of offshore wind stakeholders, including parliaments, members of the executive branch, companies, and philanthropic funds. |

GWEC launched a series of regional webinars, in partnership with local associations such as Mexico (AMDEE), Peru (SPR) and a closed door meeting with Brazil with the Energy and Environmental Ministries to explore synergies and opportunities for the wind energy industry in the First Conference on Transitioning Away From Fossil Fuels, hosted by Colombia and Netherlands. This engagement is being held by GWEC and OEP together. The dialogue will continue in the next month, as the agenda and all the main details for the event are being concluded by the Colombian government. GWEC is also leading a conversation on building a LATAM session with the participation of Colombian delegates, as well as Brazilian ones, who will be present in Wind Europe. The format and details will be disclosed soon. |

The United Kingdom's status as a global leader in renewable energy and a major destination for international investment was confirmed as GWEC member Vestas announced plans to build a major new nacelle factory in Scotland.

📌 Portuguese Minister for Environment & Energy and Mayor of Lisbon Confirmed for Lisbon Future Dialogue 2026 GWEC is hosting alongside GRA and APREN. This year’s edition Lisbon Future Dialogue will provide a space to unpack the global energy transition through a wide range of interactive activities and formats, as well as through high-level dialogues with high-level speakers. The event will open with remarks from Maria da Graça Carvalho, Portugal’s Minister for Environment and Energy and Carlos Moedas, Mayor of Lisbon.

📌 GWEC signed an MoU with Copper Mark with a goal to strengthen transparency and sustainability in wind energy supply chain.
GWEC has been working with Copper Mark on developing Traceability standards in Wind industry as part of WSI and Copper Mark is piloting their RRI initiative, which aims to map copper value chains from mine to end-user and improve ESG transparency across the renewable energy sector. As part of this, Copper Mark is launching a series of Chain of Custody pilots to help downstream actors trace and verify responsibly sourced copper in their supply chains.
