You need to install libgirepository1.0-dev:

sudo apt-get install libgirepository1.0-dev

The following packages have unfilled requirements: libglib2.0-dev:
Requirements: libpcre3-dev (> = 1: 8.31) but it will not be installed

The system has been upgraded from 18.04 to 20.04? Maybe you've some
old repos still enabled or upgrade wasn't complete? Those
ubuntu18.04.1 shouldn't appear in a 20.04.
