Report of issue with format violation

I'm looking for a confirmation that the server compliance tool is testing all three Format types: COMPACT, COMPACT-DECODED and Standard-XML. These are MUSTS in the specification.

It has been reported to me, unconfirmed, that there is a 1.7.2 server that has passed compliance that only returns COMPACT-DECODED format. I will try to track down more information, but I wanted to put this on people's radar.
