New Package Generate Utility for Grant Searle's DOWNLOAD.COM

I have developed a new utility inspired by Grant Searle's Binary to CPM Package (by G. Searle) v1.1 utility (FilePackage.exe) but added a few new features:

The Paleo Packager utility creates package files compatible with the DOWNLOAD.COM utility but also gives you greater control of the package file and allows the configuration to be saved and used again to generate package files in the future.

The source code and additional information are in GitHub and the binaries can be found in the V0.1.0 Pre-Release.
