Detailed information about the new feature request

1. What motivated the request:

Ability to configure a new Restcomm instance via Web GUI.

2. Describe functionality and API (if applicable)

When Restcomm starts for the first time, it would be convenient to have a
guided Web GUI wizard that asks the user to approve default parameters or
enter custom values for the following external services:

1. Storage: Local file syste or S3 credentials, MySQL or DynamoDB
credentials
2. Outbound voice call gateway : SIP -> PSTN
3. Inbound voice call DID gateway: PSTN -> SIP
4. Text to speech service
5. Voice transcription service
6. Inbound fax service
7. Outbound fax service
8. Inbound SMS -> DID service (if different than voice DID service)
9. Outbound SMS service
