We have had an experience where an outbound proxy fails causing
interruptions to the RestComm platform. Need to add fail-over support for
proxies.

Let's discuss implementation details:

Will there be a top level configuration for primary and failover SIP GW
proxies?

Will there be a second tier with primary and failover SIP GW proxy at each
Restcomm account level?

Will Restcomm be able to continue pinging a failed proxy and put it back in
use when it recovers?

What kind of policies will be supported? Active/active with load balancing
and failover? Active passive with failover only?

My two cents:

Yes

Will there be a second tier with primary and failover SIP GW proxy at each
Restcomm account level?

Yes, I think it makes sense to have failover at the account level, which is
inherited by sub-accounts, unless explicitly changed at sub-account level.
Not sure if finer grained failover per DID is useful.

Yes

What kind of policies will be supported? Active/active with load balancing
and failover? Active passive with failover only?

Both. Configurable. SPI for other algorithms.

Will outbound proxies and failover policy be possible to configure via REST
API:
Yes.
