Detailed information about the new feature request

1. What motivated the request:
Using User Data to configure an AMI is specific approach to EC2. Similar
API is available on OpenStack, but its not quite the same.

2. Describe functionality and API (if applicable)
Instead of requiring modification of AMI User Data or restcomm.xml, allow
third party service provider credentials to be configured via REST API.
