Special character code displaying

When creating or editing a collection the text displays properly.

However, when it shows in the collection's area it's showing the special character code.

Any way to fix this? The MySQL info looks right.

MySQL version - 8.0.45-0ubuntu0.22.04.1 (client-encoding: utf8mb4) (database-encoding: utf8mb4)
