Downloading Collection Error

I have upgraded to the latest version of RS from a version many years ago. 
Everything is working great except when trying to download a collection.

The error is. "403 - Forbidden: Access is denied - You do not have permission to view this directory or page using the credentials that you supplied."

This is for all collections and my own collections.

Please advise.

Check that your webserver has permission to write to the tmp directory the RS installation uses. Files are copied/zipped to the tmp directory and then downloaded from there. By default the tmp directory is inside of filestore

The permissions are correct. No issues there. I think it may have something to do with the migration from an older version to the latest version.

1. Have you checked the server logs for errors?
2. Have you enabled the RS Debug Log in System | Console to look for more details?
