Can't Upload After Upgrading to 9.8

I just upgraded to 9.8 and now when I click on the Upload button I receive the following pop-up:

The only two issues are with Blocked Browsing of filestore (I actually have disabled the extension as the docs state but the issue persists) and the timezone of SQL, however neither of these issues caused a problem in 9.7. PHP is version 7.4.3 and MySQL is 8.0.29.

Any ideas what the issue is and how to fix? Thank you.

I should also add I'm not seeing any errors in my Apache or MySQL logs either. The only two things that remotely stand out is are in access.log:

So this definitely is an issue with updating to 9.8 from 9.7, at least for me. I rolled back to 9.7 and I can upload no problem, but again when I upgraded to 9.8 I got the same error. That is also when the installation check says there is an indexing issue with filestore. Roll back to 9.7 and that warning goes away and can upload.

I just tried it and it didn't help. As soon as I upgrade to 9.8 the installation check shows filestore is accessible and I can no longer upload.
