initial status for a custom advanced workflow

the advanced workflow plugin allows for the definition of a fully custom workflow, but I haven't find an esay, direct way to set the initial status, at resource upload. The user permison manager states that resources uploaded by the admin take the "active" status, and those uploaded by other allowed users take the "pending review" status. This, as a minimum, impose a unnecessary status change, with limitations on allowed group. What I strongly sugget is to change permission managment to smply allows for initial status setting.
