Share - External Access Key Generated Automatically

Hi,

I have a weird issue. When I click the Share button on resource's page, an access key is automatically generated without me clicking the Generate external URL button.

SVN /releases/10.3 10.3 r23771

Any ideas greatly appreciated!!!
