user sharing permissions

Hi,

I'm trying to give users the ability to share files but it doesn't seem possible without giving them the 'v' permission, in which case they have access to all the files on the system, rather than just the ones assigned to their user group.

I've just upgraded from a four year old install and some users will really miss this function if I can't get it working again.
