Unable to Download files

We are running version 9.6 and are unable to download resources.  It has not been an issue in the past, and our configuration check is looking good with no fails or errors.  This has been working fine until a couple of months ago.  Any thoughts of what to start looking for.  

When you click the download button, nothing happens.

If you generate an externally shared link and then open that link in a private/incognito browser, can you download from there?

Do you have any custom config option set regarding xframe or CORS usage? Such as "$xframe_options" or "CORS_whitelist".

config.php or config.default.php in the include folder. . .

Just verified, this is not the case, no frame or CORS - it is pretty much factory stock.

What do the application logs say?  Turn on all the logging at the most verbose level, and see what is being reported.  Sometimes the logs will point you at the problem/solution.

The logs from resourcespspace are of no use at this point.  Any other suggestions?

You could enable detailed PHP error reporting and see if anything is reported there. . .

If I access the external share link you provided I am seeing this error in the Chrome Browser Console:
Refused to display 'https://resource.webbav.com/' in a frame because it set multiple 'X-Frame-Options' headers with conflicting values ('DENY, SAMEORIGIN'). Falling back to 'deny'.

Rendering ResourceSpace within an iframe may require additional configuration of the web server to avoid the errors the browser is reporting.

I found a Header always set X-Frame-Options DENY in /etc/apache2/conf-available/ssl-params.conf, commented the line, restarted Apache, and now exports work fine.  Thanks for helping me to track down the issue!
