11.0 install issues

I tried upgrading to V11 this morning via SVN. That seemed to be fine. There was an expected upgrade page displayed and then a banner saying:

Upgrade In Progress. If this process is stalled delete * from filestore/tmp/process_locks

There was a file in process_locks, database_update_in_progress. I waited 15 minutes then deleted the file. It came back right away so I let it run for another 45 minutes before deleting again. An hour seems like a long time without any effect.

I successfully reverted to 10.7. Not sure where to go from here.
