Mailer Error on new registration and SMTP settings in general?

Came up on an error when someone tries to apply for an account, fills out the information and then hits send.   Getting an error:

Message could not be sent.

Mailer Error: SMTP Error: Data not accepted.

Whats strange is that the email to reset your password works fine underneath it as does the send bulk email within the system itself so I am confused as to why these seem to not use the same SMTP settings?   Also could this be a reason as to why my notifications when users upload are not going to admins?

This happened to me in an installation that used outlook.com accounts.

If you are using exchange or microsoft servers, do not have the Clutter of applications active.
