Pending Submission?

Does it make sense for ""Pending Submission" to be called that?
Shouldn't it be "Pending Metadata Entry"? It seems to be confusing
nomenclature since a resource has already been submitted really. Am I
confused?

A resources that is "Pending Submission" has not been submitted to the Admin for approval (to be activated).

It's not the same as not having filled in all the data (someone can do this but for other reasons hold of on submission).

If the terminology is confusing I would say that actually stands with "Pending Review" which maybe instead should be "Submit for Approval" or "Submit for Review"

I've had a few users complain that they uploaded something and it hasn't been approved, I look into it and tell them it was never submitted, turns out they thought "Pending Review" was a status change the admin did to let them know it had been received -- not something they need to do for me to receive it.
