Behavior change to support double dash passthrough

There is a patch for review that will allow double dash options to passthrough.  A patch some time ago made it legal to pass through single dashed parameters.  The behavior change is currently any unrecognized double dash option will cause an error.  Going forward, rerun will not error out when an unrecognized option is seen.

The interesting thing about this behavior change is you will only see it after you modify your rerun command's option parsing as the change is in the code generator in stubbs.  Unmodified modules will run identically until the day when you add/delete or simply regenerate your option paring for your modules's command.  I can imagine a situation where you are depending on a failure that will stop failing.  This will impact you in that case.
