When I use a Malayalam (a very popular south Indian language) srt file with VLC (UTF-8 + Malayalam font in preferences) for Ubuntu 16.04, the subtitles are displayed. But not correctly. Certain joint symbols break giving an awful, unenjoyable subtitle display. Please check the screen shots:
I see on the internet that other South Asian and Indian characters like Hindi work with Universal UTF-8, like you have already tried for Malayalam, and possibly VLC lacks a more specific setting. You could try other choices and see if it helps.

Unfortunately, it's not that simple question to answer. Normally, the cost is the primary factor, and when that's the case, nothing can be best the Google and Yandextranslators - both of which are free and reasonably accurate.
