About the Role:

The Enterprise Architect will lead the design for data ingestion and entity resolution as part of Vermont’s Rural Health Transformation (RHT) initiative, focused on modernizing the State’s health data infrastructure.

Background:
The State of Vermont has received federal funding through the 2025 RHT grant to modernize its healthcare data infrastructure. Key priorities include:

  • Modernizing data ingestion from external sources
  • Implementing entity resolution and automated data governance
  • Ingesting datasets into the State Data Lake
  • Embedding governance, communication, and change management practices

This initiative aims to build a scalable, modern data platform to improve healthcare cost, quality, and access insights across the state.

Existing Technology Environment:

  • Azure DevOps (Boards, Repos, Pipelines, Wikis, Analytics)
  • SharePoint (documentation repository)
  • Power BI (dashboards and reporting)
  • Power Automate (workflow automation)
  • Microsoft Teams (collaboration)
  • AWS Statewide Data Lake (medallion architecture, native services)

Objective:
Ensure delivery of a modernized data ingestion framework and entity resolution capability within the first year of the contract.

Project Purpose:
Modernize Vermont’s healthcare data platform to improve transparency, analytics, and decision-making using dashboards and reporting for cost, quality, and access metrics.

Roles and Responsibilities:

  • Serve as part of the ADS Strategic Programs Office (Enterprise Architecture Division)
  • Report weekly to the Deputy Director of Enterprise Architecture
  • Participate in and lead project meetings, design sessions, and stakeholder discussions
  • Collaborate with enterprise architects, program managers, IT leadership, and external consultants
  • Utilize State-provided tools including Azure DevOps, Microsoft Office, Visio, and collaboration platforms
  • Deliver architecture outputs aligned with State and Federal requirements

Requisite Skills:

  • Experience working within architecture frameworks such as TOGAF or FEAF
  • Experience across at least two domains: Business, Application, Data/Information, Technology Architecture
  • Strong communication (written and verbal)
  • Ability to work collaboratively in teams
  • Ability to manage shifting priorities and deadlines

  • Governance + Agile Integration
  • DataOps Modernization
  • Microsoft Stack Expansion (data governance, automation, metadata, ADO integration)
  • Legacy Workflow Retirement
  • Cross-workstream Enterprise Architecture deliverables
