BACKGROUND: The State of Vermont (State) has been awarded federal funding through the 2025 Rural Health Transformation Fund, in part, to support the transformation of the State’s health data infrastructure. Green Mountain Care Board (GMCB/Board), the State entity responsible for core data (e.g., VUHHDS, VHCURES, etc.) critical to the State’s health data infrastructure, is prioritizing: • Modernizing data ingestion from external submitters, • Implementing entity resolution and automated data governance capabilities, • Ingesting major datasets into the State of Vermont Data Lake, and • Embedding strong project governance, management, communication, and change management practices. To accomplish these priorities, the Board is seeking to engage a Communications and Change Manager to drive organizational readiness, staff adoption, project transparency, and cultural alignment. EXISTING TECHNOLOGY ENVIRONMENT: The Board is currently engaged in a project to standardize and improve their existing Azure DevOps (ADO) and Azure Databricks environments by fully integrating them and establishing more mature agile practices and processes. ADO is the organization’s centralized DataOps environment, supporting Agile workflow management, automation, knowledge management, and reporting across governance, data, and operational activities. Core Technology Stack: • Azure DevOps: Boards, Repos, Pipelines, Wikis, Analytics • SharePoint: Knowledge and documentation repository • Power BI: Executive and operational dashboards • Power Automate: Process automation and notifications • Teams: Collaboration and ADO integration The State has implemented a Statewide Data Lake on AWS, following a medallion architecture and focusing on native services. The State maintains standard templates that must be utilized to ingest and schedule processing of data. OBJECTIVE: Resource to ensures staff readiness, clear stakeholder communication, and smooth adoption of the modernized health data infrastructure. Deliverables are sequenced with the program’s release lifecycle and legacy retirements and embedded in agile governance routines. REQUIREMENTS: For this particular request, knowledge requirements include: • Strong facilitation and change management capabilities. • Change Management certification preferred (i.e. CCMP, Prosci Change Practitioner). • Experience with Azure DevOps and SharePoint preferred. For this particular request, functional requirements include: • Define how change is introduced, communicated, and reinforced across GMCB. • Identify who is affected, how, and what support they need. • Sequence communications by audience, message, and channel, timed to releases and cutovers. • Deliver targeted, timed messaging for each increment (e.g., VUHHDS CI/CD, governance-in-sprints). • Build competency in new platforms and governance practices. • Reduce risk when deprecating brittle processes and introducing governed pipelines. • Provide transparent metrics to PMO and leadership. • Make governance (glossary, lineage, survivorship rules) part of sprint “definition of done.” • Keep leadership informed; align decisions with delivery risk and cutovers. • Capture stakeholder voice; course-correct training and communications. |
