The Consultant is expected to:

• Provide technical expertise, strategic planning, and hands on support to develop detailed requirements, create detailed designs, develop solutions, create test cases, and perform testing to demonstrate quality. All work must be completed in close coordination with DOJ's FITSM project team, adhering to State and DOJ policies, standards, security requirements, and project timelines.
• Perform requirements analysis to develop detailed requirements from existing high-level requirements for each key area (API & Web Apps).
• Develop design documents for each of the key areas (API and Web Apps). The design must include architecture and detailed design.
• Implement code enhancements to existing proof-of-concept web solutions to add foundational capabilities such as authentication, audit logs, search capabilities, and other User Interface and User Experience (UI/UX) enhancements. In addition, two existing web applications must be combined into a single Angular/Spring Boot solution.
• Develop API in Java/Spring Boot to provide data access to CJIS data.
• Develop test cases for the CJIS Data Access API.
• Create test cases for the Angular web application which can be executed through Selenium’s automation capabilities.
• Conduct thorough testing, provide progress reports, and perform knowledge transfer sessions to DOJ staff to ensure long term sustainability.
• Deliver all agreed upon reports, specifications, code updates, scripts, and documentation in accordance with DOJ's acceptance criteria.
• Participate in project planning sessions, status meetings, and milestone reviews to ensure that all deliverables are completed on schedule and meet DOJ’s acceptance criteria.

Minimum Qualification:

• Bachelor’s-level degree in an IT-related or engineering field from a recognized college or university. A recognized college or university is defined as an institution of higher learning approved by the Office of Higher Education of any given state or a foreign college or university of comparable standing.

• Eleven (11) years of experience related to MQ #2 below (i.e., the minimum of seven (7) years + four (4) additional qualifying years). -Must attach Degree(s) or demonstrate additional qualifying experience below to meet the minimum qualifications and, where applicable, obtain points for desirable qualifications.
• Seven (7) years of experience in electronic data processing systems study, design, and programming. At least four (4) years of that experience must have been in a lead capacity.
• Three (3) years of relevant experience in designing and developing Java and Spring Boot solutions.
• Three (3) years of relevant experience in developing APIs for system integrations.
• Three (3) years of relevant experience deploying, configuring, and managing applications on the Red Hat OpenShift platform.
• Three (3) years of software engineering experience developing and maintaining applications that use an Oracle database as the backend.

Desirable Qualification:

• Master’s degree or doctorate in an IT-related or engineering field from a recognized college or university. A recognized college or university is defined as an institution of higher learning approved by the Office of Higher Education of any given state or a foreign college or university of comparable standing. If no master’s degree, Resource would need to demonstrate an additional two (2) years of experience, in addition to the experience used to meet MQ 1, to earn points. Must attach Degree(s) or demonstrate additional qualifying experience below to meet the minimum qualifications and, where applicable, obtain points for desirable qualifications.
• Eight (8) years of experience in electronic data processing systems study, design, and programming. At least five (5) years of that experience must have been in a lead capacity.
• Four (4) years of relevant experience in designing and developing Java and Spring Boot solutions.
• Four (4) years of relevant experience in developing APIs for system integrations.
• Four (4) years of relevant experience deploying, configuring, and managing applications on the Red Hat OpenShift platform.
• Four (4) years of software engineering experience developing and maintaining applications that use an Oracle database as the backend.
