OBJECTIVES
The objectives of this project are centered on modernizing DOE’s Session Time applications to create a unified, scalable, and configurable platform that supports accurate scheduling, automated compliance validation, and streamlined operational workflows. The modernization effort aims to eliminate fragmented systems, reduce manual processes, and ensure alignment with NYSED regulations, DOE standards, and contractual requirements. The selected vendor will be responsible for delivering these objectives through an implementation approach that minimizes disruption, incorporates continuous testing, and engages DOE stakeholders throughout the project lifecycle. • Centralize Calendar Management Develop a unified platform to define, manage, and store the official citywide school calendar, including holidays, professional development days, and key dates. • Automate Compliance Validation Implement a configurable rules engine to automatically validate student instructional hours and teacher session time against NYSED regulations and contractual requirements. • Integrate Session Time & Change Request Workflows Consolidate session time scheduling and calendar change requests into a single system, enabling automated routing, approvals, and cross-office coordination (DOE Program Office, OLR, UFT, OPT). • Streamline Operational Processes Replace manual, Excel-based workflows with automated processes that reduce errors, improve turnaround time, and enhance operational efficiency. • Enhance Reporting & Analytics Deliver real-time dashboards, compliance reports, audit logs, and alerts to support data-driven decision-making and operational transparency. • Support Configurability & Future Requirements Build a flexible platform capable of adapting to evolving NYSED regulations, DOE policies, and operational needs without requiring major redevelopment. • Improve System Performance & Reliability Ensure the platform provides high availability, secure data handling, and resilient performance to support citywide scheduling and compliance operations. • Enable Phased Implementation Execute the modernization in structured phases—Calendar Management, Session Time & Compliance, and Reporting—to minimize disruption and allow iterative refinement. • Strengthen Cross-System Interoperability Ensure the new platform integrates seamlessly with existing DOE systems (e.g., STARS, OASIS/ATS, OPT systems) and support standardized data exchange. • Align with DOE Strategic Goals Support DOE’s mission by improving operational efficiency, enhancing compliance accuracy, and enabling consistent, transparent scheduling practices across all schools. • Data migration from previous years needed for postoperative systems.
Solution Architect
Design Enterprise-class provider-agnostic architecture to provide flexible and highly available solutions that can co-exist on-premises and in the environments of multiple providers. Focus on cost optimization and resilience in design to maximize application availability.
