Overview:
NC FAST is seeking an experienced Senior Mainframe Developer to support mission-critical Child Welfare systems, including CPPS, Central Registry, interface operations, and legacy Child Welfare applications. The role will also support PATH NC Data Conversion activities and deliver application enhancements based on evolving program needs.
Key Responsibilities:
- Provide technical support for NC FAST mainframe applications, including CPPS and Central Registry systems.
- Lead and execute data conversion activities for PATH NC and related Child Welfare modernization initiatives.
- Perform analysis, design, development, testing, and implementation of enhancements to existing applications.
- Diagnose and resolve issues across COBOL, CICS, DB2, JCL, VSAM, and associated mainframe utilities.
- Support interface operations and inquiry-only applications tied to Child Welfare programs.
- Conduct business and systems analysis, including requirements gathering, modeling, and documentation.
- Participate in effort estimation, planning, scheduling, and stakeholder coordination for system enhancements.
- Monitor and ensure completion of technical tasks in alignment with project timelines and deliverables.
- Provide production support and troubleshooting, including participation in on-call rotation for nightly batch processes.
- Ensure compliance with state IT standards, quality assurance processes, and security requirements.
- Prepare and deliver regular status updates, reporting, and project communication.
Required Skills & Experience:
- 10+ years of mainframe software development and debugging experience using COBOL, CICS, JCL, DB2, TSO, and VSAM.
- 7+ years of programming experience with DB2 (Z/OS), SQL, and stored procedures.
- 7+ years of experience with source code management tools such as Endevor.
- 5+ years of experience working with QMF, SPUFI, FILEAID, and CA toolsets.
- 5+ years of experience debugging COBOL/DB2 code using XPEDITOR or CA-Intertest.
- 4+ years of experience with X/PTR (reporting tool)
- 5+ years of experience with job scheduler tools such as Zeke (or equivalent).
- 5+ years of experience working in structured development methodologies (Agile preferred; Waterfall acceptable).
- 7+ years of experience gathering business requirements, writing specifications, developing test cases, and performing unit/system testing.
- 5+ years of experience with Microsoft Word, Excel, and PowerPoint for documentation and reporting.
- Strong communication, presentation, and interpersonal skills with ability to interface with both technical and non-technical stakeholders.
- Demonstrated ability to build effective client relationships and manage expectations.
- Experience providing on-call support for nightly batch cycle operations (minimum 2 years).
