Potential Assignments are:
• Provide project management and coordination support for the Utility Network implementation across the Department of Public Works’ Water Distribution (WD), Stormwater, and Sanitary Sewer (SWS) databases, including governance, milestone tracking, issue tracking,
risk management, complete documentation, Knowledge transfer, stakeholder alignment.
• Implement and configure Esri’s Utility Network architecture within ArcGIS Enterprise, ArcGIS Pro, ArcGIS Online, and Field Maps, including deployment of the Water Distribution Foundational Model and the Migration Model for Stormwater and Sanitary Sewer.
• Lead required data migrations, validation, reconciliation, and regression testing (SIT and UAT) to support QA and Production go-live.
• Preserve and validate critical business workflows; provide necessary documentation and proactive communication with third-party vendors related to third-party application integrations (Maximo, Granite, Trimble, and modeling platforms) to ensure continuity
during the Utility Network transition.
• Develop and implement attribute rules, support service publishing, enable branch versioning, and provide training and post–go-live support to ensure long-term operational stability.
Mandatory Qualifications:

Demonstrated experience implementing Esri ArcGIS Utility Network for Water, Stormwater, or Sanitary utilities. (UN deployment including schema configuration and environment promotion).

Experience deploying and managing ArcGIS Enterprise (Portal), ArcGIS Pro, ArcGIS Online, and Field Maps in a Utility Network environment.

Proven experience performing multi-environment data migrations (Development, QA, Production) including validation, reconciliation, and formal acceptance support.

Experience developing, testing (SIT, UAT, Regression Testing), and maintaining Utility Network attribute rules and branch versioning workflows.

Experience preserving and validating business process continuity during major GIS platform migrations (including regression testing and user acceptance testing).

Experience integrating ArcGIS Utility Network with enterprise systems asset management platforms.

Experience supporting third-party integrations and modeling platforms (e.g., H&H or stormwater models) through batch or real-time data exchange.

Demonstrated project governance and delivery experience including milestone planning, RAID management, and stakeholder coordination across business and IT groups.

Experience designing and executing performance benchmarking and optimization for Utility Network-enabled applications.

Experience providing structured training, documentation, and post–go-live support for utility operations teams.
