Project Overview:
Senior Project Manager to perform as primary project manager, requirements tracking and light business process definition on multiple technology projects of varying size as assigned. Some assignments will be for projects in-flight. Project assignments may span multiple business lines across the county vs being dedicated to a single business unit. Projects typically require project team engagement across various technical functions including information security, infrastructure (cloud and on-premise), integrations/system interfaces, data conversion, GIS, and others. The project manager will work in a matrixed environment with project team members assigned by the functional managers as well as vendor solution providers.
•Project Management Institute Project Management Professional
(PMP) Required
•Criminal Justice Information Services (CJIS) Background and
Online County Certification Course
•2-5 years exposure to Professional Business Analysis (PBA) processes and
techniques
•Desired 2-5 years on a team providing project management and business analysis
for a medium institution of 500 or more employees.
•Role will work within the IST Project Management Office comprised of a team of
3 full time and one part time project managers working under the supervision of
a PMO Manager.
This will be a hybrid engagement with up to three days per week working onsite.
However, candidate must be willing to accommodate onsite work as project
demands dictate.
•Candidate must provide superior customer service through concise and timely
communications, strong execution, a caring attitude, and a sense of urgency
based upon customer and sponsor project priorities.
•This position involves working closely with business representatives to ensure
that the technical solutions being developed are in line with the business
needs and articulated appropriately to satisfy the needs of the business
•Candidate must understand the role of business process as described by
business representatives that inform solution requirements.
•Candidate will need to actively work to build knowledge and understanding of
business department technology direction, strategy, operations and
products/services
•Candidate must understand how requirements, testing, and defect management can
affect project quality and schedule.
•Candidate understands and can articulate the importance of satisfying user
needs and expectations through effective application of project governance
through project execution.
•Candidate understands the role of business process definition to inform
requirements elaboration in project management and software development.
•Candidate is capable of applying basic techniques to capture business process
flow using a process flowchart and standard RASCI model templates.
•Candidate should be experienced with application of analytical and estimation
techniques with standard Microsoft tools as needed in order to assemble,
propose, and quantify business cases and process improvement costs, if
encountered. Proactively seeks guidance to assemble figures when guidance is
needed.
•Candidate must be comfortable with independently pursuing decisions from
customer and sponsor as actions are required to advance the project.
•Candidate will apply experience with decision-making processes to prioritize
and work with the project customer to bring closure to matters affecting
achievement of project scope

Candidate possesses a thorough understanding of software development lifecycle
and the implications they have for project planning and execution. Candidate
understands primary concepts for how technology is architected, designed,
secured, tested and deployed.
•Candidate has extensive experience with detailed planning for projects and
programs, from the highest level down to the task level. Able to estimate and
forecast effort, cost, impacts, and resource needs with guidance of the IST
project lead or project management office as needed and own adjustment of plans
during the course of project execution.
•Candidate has ability to evaluate available data and provide specific
reporting on elements of project and program execution across a wide range of
stakeholders.
•Candidate manages and tracks vendor issues to resolution. Assists as needed in
definition, informing negotiation points with Purchasing Office contract
officer, and conflict resolution within IST, with business customer, and
vendors.
•Candidate will utilize Chesterfield County PMO control artifacts for managing
project cost, schedule, and resources (human and financial). Monitors project
costs closely during execution and applies inquiry and corrective action
techniques to control them.
•Candidate understands and will be responsible for reporting to the PMO
assigned project schedule health using schedule performance index (SPI)..
•Candidate must maintain personal mobile technology as a condition of
employment.
•Pre-employment drug testing and FBI criminal background check required.
•This position is subject to working in high security areas governed by the US
Department of Justice’s “Criminal Justice Information Services (CJIS) Security
Policy” and therefore requires successfully passing a more stringent criminal
background check.
Required Skills & Qualifications(Must Have)
•PMI PMP Credential required. (VITA Project Management Certification considered)
