Domain on white list still partially blocked; cannot change status

I configured RequestPolicy to accept all links when I open npr.org. Now, however, some links are not displayed and the RequestPolicy flag link does not let me change the status. Looking at the RequestPolicy white list I see that npr.org is listed. How do I set npr.org to be fully accessible?
