Bin size dropped to 20 temporarily

* After mid-march stat darkness (the flat line from when stats weren't being reported), request count is a cumulative number of total requests, not total requests currently being stored. 

Actual storage is rather minimal: 18MB. But the Redis instance on RedisToGo is only 20MB ($5/mo). Looking into alternatives for cheaper hosted Redis.
