download.hide=http hides all download links for some users

We're using download.scheme=ssh and download.scheme=http to allow both protocols. However, http is only used by renovate bot and we'd prefer not to announce it at all, so that all normal users use ssh.

I've tried adding download.hide=http which seemed to work until I got reports from some users that the whole download section is now completely empty for them.

The interesting thing is, that it seems to persist per user, some users have it all the time, in all browsers and with cleared caches while other users do not have this effect at all.

Is there an explanation for this behavior for some users? In their case, the HTML just isn't populated there, there's no javascript error in the console. We're on 3.13.1
