adding reviewer removes another one (gerrit 2.9)

Hi,

using Chrome with Gerrit 2.9 we are experiencing following behavior sporadically:

Add several reviewers to change.

Some of them vote (verify/code review).

Afterwards add another user and press the add-button.

From time to time an already added user gets removed while the new user gets added to the reviewer list.

If the user has already voted, also the vote disappers/get removed and following comment can be found in the history:

     Removed the following approvals:

          Code-Review+1 by <username> (<userID>)

Is anyone experiencing the same?

Is there a solution known?

Additional information:

if a user gets removed while adding another one, the removed user is not getting any mail.

They only receive mails if they get added as reviewer.
