Yup, there are (or: used to be) two kinds of ChangeScreens. The old
one, and the new one:
* Gerrit up to v2.7 only provides the old one.
* Gerrit v2.8 to v2.10 provides both the old one, and the new one. (A
gerrit site can select [1] which of the two is the default, and each
user can overrule the default in their user settings.)
* Gerrit v2.11 onwards only provides the new one.

Wikimedia's gerrit is a v2.8 that has both variants, but defaults to
the old change screen.
qt's gerrit is a v2.7 that only has the old change screen.
gerrit-review is closer to master and only has the new change screen.
If you want to use the old change screen, you have to use a
Gerrit < v2.11.
