removeLabel permission doesn't work as expected in Gerrit 3.12.1.

Description:

removeLabel permission doesn't work as expected in Gerrit 3.12.1. 

I'm trying to allow the "project-approvers" group to remove "-1" votes on the "Sanity-Review" label cast by a technical account.

Steps to Reproduce:

1. Create "Sanity-Review" label (-2..+2 range).
2. Create "project-approvers" group.
3. project.config:
   

Plain Text[access "refs/heads/*"]  label-Sanity-Review = -2..+2 group project-approvers  removeLabel-Sanity-Review = -1..-1 group "project-approvers"

1. Technical account ("project-approvers" member) submits "-1" on "Sanity-Review".
2. "project-approvers" member tries to remove the "-1" vote.

Expected Result:

"project-approvers" members should be able to remove the "-1" vote.

Actual Result:

"project-approvers" member cannot remove the "-1" vote(Option is not visible).

Additional Information:

• "project-approvers" can submit votes (-2..+2).
• "project-approvers" can remove "+2" votes (even from others).
• Problem only occurs removing other's negative votes.
• Group/label names and range are verified.
• exclusiveGroup setting tested.
• No errors in Gerrit logs.
• Reindexing/restart attempted.
