java.lang.IllegalStateException: Missing project All-Projects

I've tried uninstalling/reinstalling/re initing Gerrit and Mysql several times now and each time the All-Projects project doesn't get created.  one of the times I tried doing a git init in my git folder.  That removed my 500 error but then nothing was really working properly and just keep running into issue that I couldn't figure out how to fix.  Are there steps I should take besides git init for the All-Projects in order to get it set up properly?

The 'All-Projects' should be created automatically during the first initialization of Gerrit.

Which version of Gerrit are you using? Do you see any errors in the log when you run init for the first time on a review-site?

I ended up installing it on another machine and the All-Projects got created successfully.  So I copied it from that server to the one I need to have it installed on.

You may be missing admin access after doing this as the UUID for the administrators group does not match. You would need to checkout the refs/meta/config branch and edit groups file to replace the UUID with the one from the account_groups table in the database.
