OWNERS plugin stopped working with 3.8.5 and latest version of plugin via plugin manager

Hello,

I am following up on the ticket I submitted (https://issues.gerritcodereview.com/issues/341812564).

Basically, OWNERS plugin stopped working with 3.8.5 and latest version of plugin via plugin manager.

I see only a few comments from someone who appears to be having the same issue I am.

Is this a known problem?

Is there a fix in the works? 

Anything I can do to assist here?

What do you mean by "stopped working"?

Can you explain:

What steps will reproduce the problem?

What is the expected output?

What do you see instead?

Also provide logs and configurations to help debugging.
