how to block read permission for refs/tags/* ???

hi all,

i set  refs/tags/* for  Read block Registered Users permission,
but i also can see all tags, why?

how to block read permission for  refs/tags/*  ?

Read permissions on refs/tags/* are ignored.
Whether a tag is visible depends on the commit to which it is pointing and the visibility of branches.
If the commit of the tag is contained in a branch that is visible to you, you can see the tag. Otherwise the tag is not visible to you.

You can't. Tags are implicitly visible if you can see branches.

what's happen if a user can see a commit but can't see the tag attached to it?
