Gerrit Submitt button missing

actually i installed gerrit in one of my ubuntu server in AWS and try to push it went fine but iam not able to submitt and not able see the submitt button can you please help me

the submit button should appear as soon as a reviewer has voted +2 on the label "Code Review"
and, if the "Verified" label is installed, +1 on "Verified". Then the change status should become
"Ready to Submit" and the submit button should be displayed [1]. In addition you need the "Submit"
access right [2].

If you grant "Push Merge Commit" to "Anonymous Users" this means everybody
(even without authenticating, which is unusual for permissions which allow to change
anything) has this permission so there is no need to grant the same permission again
to other smaller groups.
The effective permissions for this project also depend on the permission settings in the
parent project "All-Projects" which are overlayed with the permissions defined in this project.
So without having seen that it's hard to find the reason why you can't submit.
What's the status displayed for this change ? Gerrit 2.11 shows the change status above
the commit message:
Examples for typical role permission assignments are given in [1].

The problem is if someone with +1 approval permission grants the Submited-Approved you cannot submit your gerrit, you must remove the person from the reviewers list and then the Submit button is going to appear if a SME already granted the +2 approval before.
