Gerrit finding things that aren't gerrit projects

Our existing Gerrit install (2.1.8), from which we are upgrading, has a
project root of /srv/source/git. In that directory, there is a directory
named git.whamcloud.com that contains symlinks to projects we want to publish
via git and gitweb.

Gerrit 2.1.8 seems to be fine with this. However, after completing the upgrade
procedure (to 2.5.4), in the /admin/projects screen, there are now a bunch of
new projects listed:

git.whamcloud.com/doc/manual
git.whamcloud.com/ff/daos_lustre
git.whamcloud.com/ff/daos_posix
git.whamcloud.com/fs/lustre-dev
git.whamcloud.com/fs/lustre-hsm
git.whamcloud.com/fs/lustre-release
git.whamcloud.com/lustre
git.whamcloud.com/tools/e2fsprogs
git.whamcloud.com/tools/lmt
git.whamcloud.com/tools/lustre-tar

So, in other words, it seems to be adding projects that aren't in the database
simply because they are in the git root.

Is this expected behavior, or is this a bug that needs to be fixed?

This is by design. Gerrit 2.2 dropped the project table and uses the
contents of the file system as the source of truth regarding what
projects there are.
