No patchset-created hook is called when changing access control?

Hi all--

 

I'm looking at my gerrit hook script logs and I see calls made to comment-added, change-merged and refs-updated, but not to patchset-created when changing project access and saving the changes for review.

 

Am I doing something wrong?
