chinese annotation is showd messy code: gerrit+h2

Dear all，

we have two gerrit server:  A:gerrit+mysql,  B:gerrit+h2;  the version of gerrit is 2.16.25.

our code language is C/C++,the encoding is ASCII.

it seems that other configuration of B is the same as A's.

our question is that：

when the code files with chinese annotation are pushed to A,the chinese annotation would be show accurately,

but when they are pushed to B,the chinese annotation is messy code?

So,maybe anyone can give me some suggestion and  thank you very much~~~~
