Project Owners cannot toggle private changes – no ACL available?

Hi all,

I am using Gerrit 3.12. In our setup, Project Owners are not able to toggle the state of private changes (i.e. make a private change public). I also do not see any ACL in the Access UI that would allow granting this capability.

Is this the expected behaviour?

Only change owners and site administrators can mark changes as private.
