All of ssh keys disappear in Gerrit 3.6

  After we upgrade to Gerrit 3.6, we found that all ssh keys in web page disappear.

And some of the users really encounter "ssh: permission dnied(public key)" error. Though i checked `authorized_keys` file in All-Users.git. Everything seems fine.

Where is the bug? Since Gerrit 3.6 is not downgradeable. We hope this can be fix ASAP

Are you saying that upgrading to 3.6.1 resolved the issue or do you still have a problem?
Also, is/was your problem related to this bug you created? https://bugs.chromium.org/p/gerrit/issues/detail?id=15987
