Can we use hashtag for gerrit submit rules?

Hi,
I have a requirement, where I need to mandate presence of hastags in order to submit a change. Hence if change don't have hashtags submit button should be disabled.
and if change have hashtags then that hashtags should a be part of given "hashtags_list"

I am currently on Gerrit 2.16.12 ( we will be upgrading to 3.xx by Q1 next year) and am not sure if hashtags are exposed as fact as part of submit_rule facts. Can this be done by prolog or is there any plugins available that suits my requirement?
