Need reviewers for “Replace UniversalDetector with ICU4J” – Change 486308

Hi everyone,

I’ve just submitted my first patch to Gerrit:

What it does:  
Replaces the old UniversalDetector-based charset guessing with ICU4J’s CharsetDetector, which gives much better accuracy for GBK and other CJK encodings.

This is my first time contributing to the project and I’m not sure whom to add as reviewers. Could someone let me know the right people or take a look?
