Welcome Fabio Ponciroli, as a new Gerrit maintainer

Dear community,

It's my pleasure to announce Fabio Ponciroli (aka Ponch) as a new Gerrit maintainer.

Ponch has been an active member of the Gerrit community for over seven years (see [1]), merging 368 changes on 20+ projects.
Ponch’s contributions and reviews are always accurate, respectful, and valuable, which are the core values of our Open-Source project.
He has created a set of brand-new projects, including the git-repo-metrics (see [2]) and the Git-Gatling framework for load-testing Gerrit [3], which is the basis of the End-to-End validation of Gerrit Code Releases.

Ponch has been a very active member of the Gerrit Code Review community and has presented and participated in many different Gerrit events, including summits and meet-ups, with valuable and insightful talks and learnings. [4]
Many of you met Ponch face-to-face during those events and enjoyed his friendly attitude to working in the Team, as well as his technical excellence and competence.
