Too many concurrent connections

I'm getting a lot of disconnects lately (2.8.4) from Jenkins talking to Gerrit:

Received disconnect message (service not available)
Disconnection message text: Too many concurrent connections
Server sent disconnect message
type 7 (service not available):
"Too many concurrent connections"
FATAL ERROR: Server sent disconnect message
type 7 (service not available):
"Too many concurrent connections"
fatal: Could not read from remote repository.

What is the recommended way to fix this?

I have not set any of these:

sshd.threads
sshd.batchThreads
sshd.maxConnectionsPerUser

I guess this is the limit which is reached. Check [1] for the maxConnectionsPerUser.
The default is 64. As [1] says it is actually the number of distinct SSH logins that a
user can have at a time. Therefore, check the sshd_log and see if for every LOGIN
there is a corresponding LOGOUT, how much time does it take between LOGIN/LOGOUT
and how many new LOGINs are made during that time.
The second column in the sshd_log is a session id. Simply search for further occurrences
of that id.
