Option to force use of "clone with commit-msg hook"?

Is there a way to force use of "clone with commit-msg hook" (and hide the simple "clone" option), ideally as a per-project project.config?

I'd like to reduce problems caused by users cloning a repository but not installing the message hook. For example, I've set download.scheme to only contain "ssh" to disable "http" and other schemes.

Looking at https://gerrit.googlesource.com/plugins/download-commands/+/master/src/main/java/com/googlesource/gerrit/plugins/download/command/CloneCommandsModule.java, I don't see a way to do that without making a custom plugin to replace download-commands.

Making it configurable in the download-commands plugin sounds like a good idea. Would you mind filing a feature request at https://crbug.com/gerrit for that? Even better if the feature request links to a change implementing it.
