Issue with ssh host key in gerrit version 2.14.4

I am trying to upgrade from version 2.11.7 to 2.14.4

On upgrade, my ssh host key is getting changed

I tried to restore my old key from backup, but upon every restart it is creating a new ssh-host-key

because of this all users are getting offending key error

I didn't face this issue in earlier versions of gerrit

Any idea how to resolve this issue?
