Reindex indexed 0 documents of changes

Hello every one, we are currently running gerrit 2.15-rc2-313-gb0f7956602, we plan to update to gerrit 2.15.3, we have ran init, however when we run reindex of it seems the reindex of accounts and groups are fine, however reindex of changes always give the following output, seems no changes are known to gerrit:

Reindexing changes: projects: 100% (4545/4545), done

Reindexed 0 documents in changes index in 2.9s (0.0/s)

What are your settings for NoteDb?

Where are your changes stored, in ReviewDb or in NoteDb?

Can it be that the reindex program reads changes from NoteDb, while your changes are still in ReviewDb, or vice versa?

There are no settings for NoteDb:

I looked into database and some repos, it seems change comment, verification states etc. are stored in database, and change-diffs are stored in refs/changes/xx/xxxx/, there are no meta info under git repos

Or in other words, how can I upgrade to 2.15.3?
