Access Control: block or deny?

Hi--

 

What is the difference between block and deny?  In the documentation, DENY is only referred to when applied to the READ permission and BLOCK does not seem to be addressed at all.

 

So, if I ALLOW a permission in the All-Projects, but another permission only projects (which inherits All-Projects), can BLOCK this permission?

 

Does this also apply within a permission only projects?  That is, if I ALLOW a group some permission, but then I BLOCK some other group, and there are members in both groups. then are they in the ALLOW or the BLOCK set?
