help with gerrit webhooks

Hi,

I am trying to setup webhooks for gerrit. I have downloaded the webhook.jar plugin from Gerrit-Plugins-CI. But having trouble configuring it. I don't see 'webhooks.config' file present in any of the project's refs/meta/config branch. Am I missing something? Will this file be present by default for all projects or should I explicitly set for each project?
